The technical permission for both is the same, and if anyone is using CMIS or other APIs, there is no way to distinguish permission for creating a folder and creating a file

I am not forcing a new transaction (since in an afterCommit none should be active), but some internal transaction handling logic is still able to lookup the previous transaction metadata and reuses that, even though its state is set as "in completion handling", which some other part of Alfresco treats as NONE
